Don Plank, PCAM, Moderator Vice President at National Cooperative Bank Don Plank holds a PCAM designation from CAI and managed community associations as both a site manager and portfolio manager for 9 years before assuming his current position as Vice President of Association Banking Services at National Cooperative Bank in 2014. Don is involved in the DC Metro, Chesapeake, Central Virginia and Southeastern VA CAI chapters and serves on various committees. He also serves as a member of the Finance Committee for Whitman Walker Health and is a board member of Sarah’s Circle, a nonprofit dedicated to providing affordable housing to seniors living in DC.

Scott Burka President at EJF Real Estate Scott Burka is the President of EJF Real Estate and oversees all day-to-day operations of the EJF Community Association division comprising over 275 communities. He has extensive knowledge and professional experience that spans nearly 30 years in the industry including running his own management company, serving on the industry legislative action committee (currently co-chair), and as a volunteer course instructor for board members and managers. He has taught board training, financial statement understanding and specialty topic courses at both the local and national level. He holds multiple licenses and professional designations including the Certified Manager of Community Associations (CMCA) designation, the Association Management Specialist (AMS) designation and the Professional Community Association Manager (PCAM) designation. He is a licensed DC Real Estate Broker, VA Real Estate Salesperson and holds a VA Common Interest Community Supervisory Employee license. Scott obtained a B.A in Economics from Brandeis University, worked in the banking industry and then owned/managed Delbe Management for twenty-five years before joining EJF in early 2018.

As a licensed CPA, Anne offers superior knowledge and understanding of the unique accounting needs and operations of homeowners associations, condominiums, and cooperatives. She is actively involved in the management and execution of audits for many of the largest and most complex associations in the Washington Metropolitan area. Anne is licensed as a Certified Public Accountant in the State of Virginia, Maryland, and the District of Columbia. Anne received her Bachelor of Science degree in Accounting from George Mason University. In January 2020, Anne was appointed by the Governor of Virginia to serve on the Virginia Common Interest Community Board, which regulates common interest community managers, as well as employees of licensed management firms. Anne is a member of the American Institute of Certified Public Accountants, Virginia Society of CPAs, Greater Washington Society of CPAs, Maryland Association of CPAs, and the Community Association Institute.
