An accomplished practitioner, she has represented condominiums, homeowners’ associations, and housing cooperatives for nearly 30 years. Ellen counsels community associations on a multitude of issues, including litigation, governance, rules and covenant enforcement, and developer transitions. She has also served as insurance defense counsel in litigation involving community associations and other civil matters. Ellen lives in Anne Arundel County, Maryland with her husband, son, and two cats. Ellen is a competitive tennis player, enjoys warm beaches, animals, cooking, roasting coffee and crafting on Cricut.
Chad Toms, Esq. Partner at Whiteford Law Chad J. Toms is a partner with the mid-Atlantic law firm of Whiteford and a co-section head of its the Community Association Industry Group. Chad is licensed to practice law in Delaware, New Jersey and Maryland and is also a Certified Public Accountant. Chad heads up the firm’s community association practice in Delaware and the Eastern shore of Maryland and manages the firm’s offices in Rehoboth Beach and Bethany Beach Delaware and Ocean City, Maryland. Chad is a fellow in the College of Community Association Lawyers and have served in many roles at CAI, including speaking at its national law conference, annual conference and being an active member of numerous committees, including serving as the chair of the Delmarva committee for ten years. Chad is the former chair of the State of Delaware Architectural Accessibility Board and presently sits on the Delaware Common Interest Community Ombudsman Advisory Council.
