Scott Burka, CMCA, AMS, PCAM President at EJF Real Estate Services Scott Burka is the President of EJF Real Estate and oversees all day to day operations of the EJF Community Association division with over 500 communities. His career spans over 30 years in the industry including running his own management company for 25 of those years, serving as on DC Legislative Action Committee, the Chesapeake Communications Committee, and as a volunteer course instructor for board members and managers. He holds CMCA, AMS and PCAM designations.

Karen Fooks, CMCA, AMS, PCAM Maryland Division Director of Community Management Corporation Karen has been working in the property management field since 1991. Her career began in High Rise Condominium Management during the summer months in Ocean City, Maryland. Over the years, she progressively advanced to the role of Full-Time General Manager. In 2017, Karen joined Community Management Corporation/Associa team. During her tenure with CMC/Associa, she served as the Onsite General Manager for a large-scale community in Odenton, MD, comprised of over 2,000 single-family homes, townhomes, duplexes, and condominiums. In 2022, she was promoted to Maryland Division Director. Karen previously held the position of Vice President in the Delmarva Condominium Manager's Association and is an active member of CAI, where she serves on multiple committees, including the Vice-Chair of the Chesapeake Chapter Legislative Committee. She holds several credentials, including Certified Manager of Community Associations (CMCA), Association Manager Specialist (AMS), and Professional Community Association Manager (PCAM). Currently, she is pursuing her Large-Scale Manager (LSM) designation, a title held by fewer than 150 professionals nationwide.

A retired Occupational Therapist, she has been an owner at Potomac Ridge Condominium, Inc, Hagerstown, MD for 25 years. Cindy served on her community association’s Board for several terms, currently serving as President. She has just begun her second term on the Chesapeake Chapter Board.

An accomplished practitioner, she has represented condominiums, homeowners associations, and housing cooperatives for nearly 25 years. Ellen counsels community associations on a multitude of issues, including litigation, governance, rules and covenant enforcement, and developer transitions. She has also served as insurance defense counsel in litigation involving community associations and other civil matters.
